Summary of Changes to the following ICs in this ICR:

Increase the burden on the following GEN IC(s):

1. IC Title: OWCP Federal Black Lung Customer Experience Survey

   • Previous Title: Federal Black Lung Customer Experience Survey

The survey is increasing burden from 83 to 125 hours.

-Removed barrier questions

-Since the survey will go to more than just those who have a decision (will also go to claimants with a pending claim) we changed the wording of the first agree/disagree statement/question. Changing it from “I trust the -Federal Black Lung Program to fulfill our country’s commitment to mine workers and survivors” to “I trust the Federal Black Lung Program to fulfill its mission.”

-Explanation: Since the last survey was sent, OWCP has implemented an online contact form and has included a question about this survey.

-The Department of Labor Division of Coal Mine Worker’s Compensation Program (DCMWC) is submitting its request to remove barrier questions. This request is being submitted following Executive Order Ending Radical and Wasteful Government DEI Programs and Preferencing, issued January 20, 2025.

2. IC Title: Customer Experience Survey for Claimants who are Attending Black Lung Outreach Events (Removed)

-Removed duplicate entry of the same collection.

-OWCP Customer Experience Survey for Claimants who are Attending Black Lung Outreach Events (kept)

Editorial Titles: Changed erroneous underscores from various IC titles.
